Partial commitment provides a predictable predicament - perpetual pregnancy.

Just yesterday, I was asked to help such a project draw to a close. Three or four full days of work (no other commitments) will finish the project. The other people are committed to too many other things. Five minutes a day for eternity will never finish the project.

There is one thing that will be quite predictable: failure.

The most devastating of it all is that the people on the project are probably getting the blame.
