I really hate it when I see papers with titles like this. I have worked in and now around government. We don’t use specialists and we accomplish little.
I agree with you on what you write in the article – 100%. My angst is that government managers read the title of the article, stop, and walk away justified in not getting anything done and not bringing in specialist consultants for short-term work.
